Salary Range = $69,626 to $80,022/yr

GENERAL PURPOSE:
Performs a variety of complex secretarial, clerical and records maintenance duties as needed to expedite the delivery of services and programs provided through and coordinated by the substance use disorder department. Performs routine reception and communication duties as needed to receive and direct incoming telephone calls and clients. Ensures the division mission is accomplished.
SUPERVISION RECEIVED:
Works under the direct supervision of the SUD Program Manager and the general supervision of the Chief Clinical Officer.
SUPERVISION EXERCISED:
May provide general supervision of Substance Abuse Treatment Counselors, Case Managers, Human Service Workers, volunteers, and practicum students assigned to the program.
Supervises an average of 10-12 part & full-time staff; includes coaching, directing work, providing the team a vision / goals for the division, training, coordinating, scheduling (approving time off and time sheets), administering performance reviews and/or corrective action, and completing division administrative tasks .

- Provide staff training, coaching, corrective action, discipline and formal appraisals as necessary.
- Organize schedules, coordinate and approve time off requests, timesheets, etc.
- Monitors staff paperwork and documentation for accuracy and completeness.
- Facilitates and participates in team meetings to give verbal reports on division goals, agency requirements, and client care including attitude, attendance, progress and/or problems in treatment.
- Establishes and maintains open communications with all team members and supports teams' decisions. Communicates with other staff and supervisor to assure accurate recording of client information in the electronic record system.
- Serves as a resource for colleagues, providing mentoring and consultation by being available to answer questions and meeting with colleagues (and possibly clients) to solve problems.
- Coordinates with the Program Manager regarding issues and problems that interfere with assignments, goals, treatment plans, and projects.
- Manages work time effectively.
- Returns phone calls, emails and other correspondence with clients, coworkers, supervisors and others in a timely and professional way.
- Completes screenings and assessments of clients, as assigned, to determine appropriateness for treatment and makes recommendations for treatment services.
- In collaboration with clients and others, develops a Service Plan designed to assist clients in achieving their recovery goals and objectives and restore the client to the highest possible level of functioning, promote the client's self-sufficiency, and systematically reduce the client's reliance on mental health support systems.
- When designated as Primary Recovery Coordinator for a client, assures that the client receives the services defined in the Service Plan.
- Monitors progress and effectiveness of treatment provided to clients, making adjustments in the Service Plan as necessary.
- Completes Service Plan reviews as frequently as needed to assure that goals are being met. Reviews are conducted at least at the minimum of state and contract mandates.
- Participates with team members weekly to review treatment recommendations and ASAM levels (SA) for new clients, making recommendations for improving service plans & helping to assure the quality of treatment & record keeping within the team.
- Coordinates services and communication with formal, informal and natural supports, such as partner agencies, organizations, support groups and family members to assure that all available and necessary resources are accessed to aid in each client's recovery. (When documenting coordinating activities as Targeted Case Management, it is assured that the CALM TCM criteria of either Coordinating, Assessing, Linking and/or Monitoring services or client progress objectives are met.)
- May provide or assign Individual and Family therapy as recommended in the client's Service Plan.
- Facilitates or co-facilitates treatment groups, such as psychotherapy groups, behavior management groups, skills development groups and education groups for clients and family members.
- When requested, provides training and consultation services to individuals, groups, families, and organizations.
- Completes all necessary paperwork/documentation (may include Assessments (ASI, ASAM, Narrative Summaries, etc), Service Plans, Safety Plans, Progress notes, Discharge notes, correspondence, and other required documentation) in an accurate, thorough, and timely manner according to Center mandates.
- Utilizes outcome measures with clients, including but not limited to those required by state or payer contracts. Wherever possible, reviews outcome measurement results with clients whenever they are administered.
- Maintains standard of productivity as established by the Program Manager.
- Effectively manages assigned caseloads so that client needs, defined in the client's Service Plans, are being met and all other duties are also met.
- Completes all required training, including E-learning assignments within assigned timeframes. Maintains clinical license and CEU requirements.
- Implements, to fidelity, those evidenced-based practices designated by the Center and the supervisor.
- When assigned, may perform specialized assignments, such as; commitment evaluations, Pre-Assessment Screen Residential Reviews (PASRR), court hearings and jail evaluations.
- Participates in peer reviews of assigned cases; reviewing documentation and participating in peer review meetings to help identify strengths and opportunities for improvement within the team and the center.
- Performs other duties as assigned by the Program Manager.
MINIMUM QUALIFICATIONS:
1. Education and Experience:
- Proven ability to lead a team, provide a vision and direction to staff to meet the division mission and goals.
- Experience working with individuals experiencing Substance Use Disorder. This could include specific training or certifications in substance abuse treatment (i.e.: peer support specialist, case management, etc.);
- Graduation from a college or university with a Master's Degree in Social Work, Marriage and Family Counseling, Professional Counseling.
AND
- Current License as a LCSW, MFT, CMHC, in the State of Utah.
OR
- Current License as a CSW, AMFT, ACMHC & ability to obtain full license within two (2) years.
- An equivalent combination of education and experience; including other applicable certificates, licensures, lived experience, and/or work experience will be considered and may be substituted on a year-for-year basis for school education (master's degree) referenced above.
2. Able to pass a criminal background check (BCI)
3. Valid motor vehicle driver's license (equivalent to a State of Utah Class D)
4. Required Knowledge, Skills, and Abilities:
- Knowledge of:
- substance abuse or mental health treatment philosophy and treatment modalities; mental health and substance abuse programs
- evaluation processes; diagnostic classifications; psychotherapy and counseling processes, techniques, and methods
- case management services; community and regional resources available to clients and appropriate referral procedures for obtaining these services
- treatment involving psychotropic medications
- the application of evidenced-based practices, such as
a. Motivational Interviewing
b. Cognitive Behavioral Therapy
c. Dialectal Behavior Therapy
d. Client Centered Treatment Planning
- Demonstrates skills in:

- Must be proficient in computer use and have keyboarding skills in order to enter and retrieve client electronic records. General knowledge of Google Suite and Microsoft office software are preferred.
Special Qualifications:
- CPR/First Aid certification (within 30-days and annually thereafter)
- Annual Certification in AEGIS/Non-Violent Crisis Intervention
- Physically able to sit or stand for extended periods of time, listen to understand staff and client needs, lift up to 40 lbs. occasionally, climb stairs, etc.
