Salary Range: $80,000 to $110,000/annually (DOE)
GENERAL PURPOSE:
Performs a variety of administrative and professional duties related to planning, organizing, directing and coordinating the development and implementation of adult mental health and substance use disorder intervention and education.
SUPERVISION RECEIVED:
Works under the direction of the Associate Director of Clinical Services (Chief Clinical Officer).
SUPERVISION EXERCISED:
Oversees governing requirements and successful operation of both the 23-hour stabilization and 16 short-term residential beds along with facility staff. Directly supervises Clinicians, Medical Director, Nursing Supervisor, and Peer Support Supervisor in supporting all facility staff.

- Assures the Program meets mission mandates, the agency vision, organization and program goals and performance standards and contract requirements. Create and/or maintain a comprehensive set of policies and procedures for the attainment of agency and facility goals and objectives.
- Ensure the daily activities and long-term plans adhere to established rules, contracts, policies and legal expectations.
- Forge and maintain relationships of trust with peers, staff, clients, and community partners including local law enforcement and area hospitals.
- Act as the public relations representative of the CSC in ways that strengthen its mission and profile in the community.
- Assures that program expenditures, under your supervision, are within budget; oversees the preparation and management of the budget.
- Conduct clinical assessments as needed for those clients needing more intense services and being discharged from the hospital, inpatient facilities, or court ordered.
- Coordinate on authorizations with contract providers for those clients requiring more intense behavioral interventions as well as those requiring Civil Commitment.
- Prepare admission paperwork for clients by completing the required packets of clinical information each facility requires prior admission. Coordinate discharge for clients, provide coordination for clients and their families, monthly meetings/staffing on clients, and attend family therapy sessions leading up to discharge, coordinate on travel funds for clients.
- Discharge planning, coordination with hospitals, daily check-ins with inpatient partners, coordinating clients attending USH and inpatient in other counties, when needed.
- Effective communication skills with professions such as psychiatrists, mental health therapists, nurses, and other inpatient staff. Must also be effective in relaying cases between SBHC and other agencies. Ability to gain rapport in a short period of time.
- Coordinate services with other community agencies, organizations, support groups and family members to assist with linking clients with available and necessary resources to aid in each client's treatment. Communicate effectively with the MCOT team about clients in crisis and in need of services or hospitalizations. Keep track of clients referred by them and help coordinate further services at SBHC through SMR, OP, or IOP. Coordinate stays/service at the Crisis Center for clients when needed.
- Attend and coordinate multiple weekly staffings with SBHC programs, discharge coordination, admission coordination, coordinate on travel funds.
- Facilitate SBHC team supervision meetings and gather information on clients who may need higher levels of care as well as report on clients that are currently in residential facilities and will be needing SBHC services or coordination of services with other community partners.
- Plans and conducts meetings effectively by establishing meeting goals and priorities, setting agendas and managing meeting content in order to reach the goals set.
- Assures that team members receive necessary orientation and training in order to be qualified and competent to provide assigned services. Further, assures required documentation meets the quality, compliance and standards of contracts, laws and organization policies.
- Monitors and evaluates performance of subordinates: conducts in-depth review of subordinate performance at least annually; effectively encourages team members to adhere to the critical values of the organization (dignity and respect, pursuit of excellence, ethical & professional, collaboration, honesty, and client and family centered) acknowledges and promotes superior performance and addresses performance deficits without delay.
- Familiarity and experience with documenting in an electronic record, completing documentation within 24 hours (or in accordance with written policy), and keeping documentation current is a must.

MINIMUM QUALIFICATIONS:
1. Education and Experience:
A. Graduation from college or university with a Master's Degree and licensure in either a medical or mental health field.
AND
B. Mental Health staff experience of five to seven (5-7) years of progressively responsible experience performing above or related duties preferred; and
C. Excellent interpersonal, negotiation, problem-solving as well as conflict management skills.
OR
D. An equivalent combination of education and experience.
2. Able to pass a criminal background check (BCI)
3. Valid Utah Driver's license (equivalent to a Utah Class D)
4. Required Knowledge, Skills and Abilities:
A. Knowledgeable and experienced in the application of
- general administration theory; practices and procedures related to:
- personnel management;
- fiscal accountability, including requirements related to public funds and contract compliance, budget development and grantsmanship;
- program administration;
- community and regional resources engaged in social problem solving for clients with substance use disorders and mental health;
- principles of supervision and training
- modes of psychotherapy, including crisis intervention skills and substance use disorder
- leadership skills to create a cohesive team environment and provide staff with a vision for the facility goals and objectives
- formal mental health and substance use disorder assessments
- civil commitment laws and processes
B. Considerable knowledge of
- prevention and education programs related to drugs, alcohol and mental health; violence/bullying;
- facilitation and education processes related to group interaction and training;
- community and regional resources, including those engaged in social problem solving and educational systems and operations
- media methods and techniques related to public awareness broadcasting;
C. Skilled in:
- effective communication, verbally and in writing, with professions such as psychiatrists, mental health therapists, nurses and other staff as well as clients and their families
- effective client and staff interviewing skills and evaluation techniques
- developing effective professional working relationships with outside agencies, peer professionals, co-workers, staff, and clients

5. Special Qualifications:
- Proven experience as a leader, manager and/or supervisor.
- Licensure in either a medical or mental health field (ie: APRN, LCSW, CMHC)
- Experience in developing and implementing strategies and plans.
- Strong understanding of crisis management and community needs.
- In depth knowledge of mental health and substance use issues that impact the community at large.
- An analytical mind capable of "out-of-the-box" thinking to solve complex community problems.
- Outstanding organization and leadership abilities.
- Excellent communication skills (oral and written) including public speaking and presenting.
